The main purpose of this study is to review improvement and evaluation on the
Open Recruiting Principal Employment System(ORPES) through pre-trial interview
and in-depth interviews by using Cooper, Fusarelli, & Randall Model.
From normative dimension, the ORPES improved the problem of the existing
principal invitation and inspired empowerment of teaching profession system through
innovative and open leadership, but building the legal and institutional support
system should be required due to the lack of attention and enthusiasm for the local
From structural dimension, there was still a problem with the lack of transparency
of the procedure and the composition of the screening committee organization, but it
was agreed that ORPES was democratic. Accordingly, measures should be taken to
supplement the transparency of the future procedures and the vulnerability of the
screening committee system.
From constitutive dimension, the key to success of Open Recruiting Principal
Employment System is to concentrate the constitutor's competence and willingness in
a task-oriented direction and bring them together in a care-oriented and
communality-oriented cooperative partnership.
From technical dimension, a strict set of standards and evaluation systems for
ORPES should be built to select a highly moral, competent principal, and to reflect
the satisfaction of the members thoroughly.
