This study was performed in order to analyze the effect of organizational culture
and the Perception of the organizations` employees about organizational justice and
suitability of performance appraisal on organizational effectiveness in Gyeonggi
provincial educational administrative agencies, and make a counterproposal and
suggestions on policies by interpreting the results. I used the result of the survey
done by 491 employees of headquarters and 10 district education offices of GPOE as
an analysis equipment. Also, I analyzed influencing relationship among the variables
and diagnosed the degree of quality and level of effectiveness by doing structural
equation about the research model. As a result of the analysis, first, organizational
culture in local educational administrative agencies had a great effect on
organizational effectiveness. This might be strongly related to leadership and policy
promises of superintendent of education elected through direct election of residence.
Therefore, in order to enhance organizational effectiveness, the superintendent of
education need to form challenging and innovative organizational culture with
structural reorganization on researchers and direct institutions. Second, Performance
Appraisal Perception was regarded more important thing than organizational justice
in influence of organizational culture. Also, I could find out that the public officers
are ready to aware and adapt the result-central organization manage. So
superintendent of education need to change the direction of policy about personnel
management from long service, rank, nepotism or subjective justice to objective and
quantitative suitability. In this way, the policy about personnel management would
be united to the organization`s innovative value and strategy.
