국 문 초 록
제2기 지역사회복지계획(2010-201) 수립시 주요한 과제와 방향을 제시하는 것을 목적으로 연구하였다. 지역사회복지계획에 포함해야 할 주요내용의 기본방향에는 ① 중앙중심에 계획에서 지방자치단체 중심의 계획으로 변화, ② 영역별 계획에서 통합적 계획으로 변화, ③ 기반정비 계획에서 시스템 구축계획으로 변화, ④ 클라이언트 중심의 계획에서 주민중심의 계획으로 변화되어야 한다. 그리고 주요과제는 ① 지역사회 복지계획 추진 관계자의 의식 변화, ② 사회복지법의 규정상의 내용 보완, ③ 자치복지행정의 여건 조성, ④ 지역사회복지계획 실천을 위한 인프라 구축, ⑤ 지역사회복지계획과 관련 계획 간 종합화, ⑥ 계획수립시 주민참여방법 개발, 활용, ⑦ 민간단체의 육성과 자원동원, ⑧ 지역복지정책 및 제도 확대를 제시하였다.
영 문 초 록
This article the directions and tasks of local governments in setting up their community welfare planning. Therefore the development of collaborations between sectors should be a major task in the future. Establishment of Law can be one of the strategies to achieve collaborations effectively. The law should include the roles, responsibilities, and characteristics of relationship completed by public sectors and private sectors. As devising the welfare plans, the followings are should be home in mind: First, who is responsible for which contents of the plans and by what process? Second, what kind of social resources and institutional base is taken for the welfare plans. Third, whether the plans have an appropriate budget base so that they can be finally healthy. Last, who are the persons responsible for the adminstration of the plans and whether they can actively participate in implementation of the plans.
