무상보육의 전면적인 실시로 인해 영유아의 어린이집 이용이 급증함에 따라, 어린이집에서의 학대 및 방임에 대한 사회적인 관심 또한 커져왔다. 특히 2015년 1월 인천시에서 발생한 어린이 집 아동학대사건은 아동학대에 대한 심각성을 환기시켰을 뿐만 아니라, 교사에 의한 영유아 학 대는 엄중하게 대응해야 한다는 사회적인 요구를 불러일으켰다. 특히 상기 사건은 영상정보처리 기기인 폐쇄회로 텔레비전(Closed circuit television: 이하 CCTV)에 녹화된 영상의 공개로 인해 사 회적 여파로 이어졌다.
