North Korea does not possess nuclear weapons, but reached the nuclear threashold, capable of assembling nuclear warhead whenever considered necessary. The right of this kind to change the sped in developing nuclear weapons rests totally with the North Korean nuclear policy group, and this group applies this right for bad motive to S-N Korean non-nuclearization game. This is equivalent to North Korean NCND. That is, North Korea is not delaying the manufacturing of nuclear Weapons because of the difficulties in technology, nuclear meterial, or in securing the supporting materials, and, if the speed in developing the nuclear weapons is intentionally delayed, North Korea puts that much of effort to the development of nuclear weapons. North Korea has reached a substantial stage in securing the nuclear warhead delivery vehicles, which is the last step in the nuclear armament. Currently North Korea puts ever more effort to the betterment of the bomber capability, the range of missile system, and preciseness and this fact proves that its nuclear development is not chasing linear part but the multi-simul taneous complex route.
