As political and economic order in the world has been changing rapidly, Korean industrial relations have been pressed for change. The attitude and behavior of labor and management are obliged to become cooperative. The labor policy of the government and the labor laws need to be reformed. This paper puts focus on the direction of the labor law reform. Some parts of collective labor laws are argued to infringe on the basic right of workers and some parts of individual labor laws are unrealistic and costly to employers. It studies the direction of the collective labor law reform in respect to the ILO(International Labor Organization) standards. The direction of individual labor law reform is examined in respect to effective enforcement under new industrial relations system. It predicts the impact of the reform of labor laws on union organization and labor-management relations and suggests the desirable response of labor, management, and government.
