It has been pointed out that the reason why the results of an evaluation of the informatization policy and/or program failed to be effectively utilized as a feed-back Information, which is useful for the information policy formation process, derives from shortcomings with evaluation methods that pervious evaluation studies used. This study aims to explore an improved approach to an evaluation of informatization through a case study of methodology that previous evaluation research on informatization mainly used in Korea and by making a theoretical, comparative analysis of its problems. It is revealed from this study that to improve the existing methodology for an evaluation of informatization, above all, utilization of evaluation theories and evaluation design approches need to be maximized with avoidance of heavy dependence upon non-experimental evaluation design approach and qualitative analysis method. Secondly, a program model is inevitable for an informatization evaluation. Thirdly, availability assessment is mandatory. Finally, utilization of a participatory evaluation approach, along with quantitative analysis methods, has to be enhanced.
