국내의 SOC 사업은 효과적 인 사업운영이 이루어질 수 있는 업무추진 절차와 체계가 미비하여 사업수행 과정에서 많은 문제점들이 도출되고 있다. 따라서 SOC사업 전 단계의 기능별로 업무절차를 정형화하고 시스템적으로 체계화하여 효과적인 사업관리가 이루어질 수 있는 기반 구축이 절실하다. 본 연구는 SOC 사업의 조달관리 단계를 중심으로 기존의 프로세스를 규명하고 문제점들을 도출하는 것을 주 목적으로 하고 있으며, 향후 연구를 위해 효과적 인 조달관리 프로세스 모델을 구축하기 위한 기본 방향을 제시하였다. 이를 통해 효율적인 SOC 사업 추진을 위한 기반을 마련할 수 있도록 하고 관련 업무와의 연계를 통해 통합된 관리체계를 구축할 수 있도록 한다. 본 연구에서는 기존의 조달관리 프로세스를 인천국제공항의 사례를 중심으로 조사하여 IDEFO 모델링 기법을 이용하여 분석하였으며, 설문 및 면담조사를 수행하여 현행 조달관리 프로세스에 대한 문제점을 도출하여 체계적인 조달관리 프로세스 모델 구축을 위한 방향을 제시하였다.
The absence of systematic project procedures in the domestic SOC projects has caused many problems. Therefore, it has been raised the needs for the effective project management of the projects which helps the participants to have systematic procedures at each phase of the SOC projects. The purpose of this research is to build the current model of procurement management process for the airport facilities and to derive inherent problems, and the building direction of the effective procurement management is suggested for the future research. The result of this research could be used for delivering the effective SOC projects and for establishing interrelationships between procurement and other phases of the projects for the integrated project management. The procurement process of the Inchon International Airport was investigated and the as-is model was built. Through the analysis of the as-is model, and the questionnaires and the interviews with the participants of the SOC projects, the problems of the current procurement process has been derived.
