프로그램 감정이란 컴퓨터 프로그램 및 이와 관련된 전자적 정보 등에 대하여 감정인의 전문적 지식과 기술을 활용, 비교 분석하여 복제 여부를 판단하는 소견을 말한다. 이는 고부가가치를 창출하는 소프트웨어 산업을 육성하기 위한 분야이며 특히 최근 소프트웨어 기술의 발달로 불법 복제가 용이해짐에 따라 소프트웨어 지적재산권에 대한분쟁 신청 사례가 계속 증가하고 있는 실정에서 반드시 제도적으로나 기술적으로 행해져야만 한다. 본 고에서는 이를 위해 현재 프로그램 감정의 현황과 문제점 그리고 이의 활성화 방안과 발전 방안에 대해 기술하고자 하며 이를 통해 고지식 산업의 부가 가치 창출의 저해 요소에 대한 분위기 조성과 문제점 제기를 행하고자 한다.

This is important for propelling the S/W industry in the high value creating industry.
