This Study is proposed solutions about operating and release of safety constructions and is researched about software safety estimation than hardware safety estimation. Also, preventing safety problems of Tower Crane operator and Construction workers as applying safety estimation program that developed at setup, operating, release stage after analyze problem patterns and causes.
