Local decentralization and administration innovation is the most important problem the government confronted with at the present time. So local government must be follow them. Therefore, local government need to prepare whole process on this. From now on, local government must be develop own innovation model and strategy then, forward with innovation plan classified by step. This study reviewed the significance and necessary of local administration innovation and examined the necessary of level diagnosis of local administration innovation. And We diagnosed administration innovation of C province, then analyzed the result and proposed Altitude plans of administration innovation.
