본 연구는 도서관 등이 저작권이 있는 저작물을 이용하여 복제 및 전송에 의해 합법적으로 정보자원을 개발$cdot$서비스할 수 있도록 $lceil$도서관에서의 복제 및 전송에 관한 저작권 지침$ floor$을 개발하는데 목적을 두었다. 이를 위하여 먼저 현행 저작권법의 도서관 면책 규정과 저작권 보상에 관한 선행 연구와 2005년 저작권법 개정안을 검토하였다. 본 연구가 제시한 지침의 도입 부분에서는 도서관 등에서의 복제 및 전송에 관한 저작권 지침의 목적과 의의를 밝혔고, 이 지침에서 사용하는 용어에 대해 정의를 내렸다. 이 지침의 본문 부분에서는 도서관 실무자에게 필요한 복제 및 전송에 관한 도서관 면책 규정과 저작권 보상에 관한 사항을 총체적으로 담아낸 가이드라인을 구체적으로 제시하였다.
The purpose of this study is to suggest $lceil$the copyright guideline on reproduction and transmission in libraries$ floor$ in order to produce and service works within the framework of the present Korean copyright law. The study examined researches on the library exemption regulation based on the present Korean copyright law and copyright remuneration. Also the study examined revised draft of present Korean copyright law. In the introduction Part of this guideline the purpose of the guideline is clarified and terms used in the guideline is defined. In the body of this guideline the copyright guideline on library exemption regulation(the article 28 in the Copyright Act of Korea) and copyright remuneration related to reproduction and transmission in libraries is in detail suggested.
