건설산업에서 발생하는 폐기물이 환경적, 경제적으로 심각한 피해를 일으킴에도 불구하고, 현재 건설현장의 폐기물 관리수준이 타 산업에 비해 상대적으로 낮은 것으로 나타난다. 이러한 낮은 수준의 폐기물 관리수준을 향상시키기 위해서는 먼저 건설현장에서 실제로 행하고 있는 폐기물 관리행위를 측정할 필요가 있다. 본 연구는 건설현장의 폐기물 관리행위에 영향을 미치는 주요 요인을 파악하고, 이를 바탕으로 개별 건설현장의 폐기물 관리수준을 평가하기 위한 평가툴을 개발하고자 한다. 연구결과로써, 다양한 폐기물 관련 문헌조사를 통해 59개의 영향요인이 파악되었고, 이들 요인을 공통적인 특성에 따라 인적 요인(Manpower), 자재적 요인(Material), 처리방법적 요인(Method), 관리적 요인(Management), 제도적 요인(Policy)으로 구분하였다. 또한, 건설현장을 대상으로 하는 설문조사를 통해 59개 영향요인의 영향정도를 정량적으로 파악하였고, 이 영향정도를 기반으로 폐기물 관리행위의 효과를 평가하는 툴의 기본 개념을 구축하였다. 평가 툴의 결과 중 하나로 제시되는 폐기물관리 지표(Waste Management Index)는 개별 현장의 폐기물 관리 수준을 효과적으로 평가할 수 있고, 보다 효과적인 폐기물관리를 위해 해당 현장에서 수행해야 할 관리 요인을 제시한다.
Although waste management in construction industry has a significant impact on both economical and environmental issues, the current level of waste management performance in Korean construction is reported as relatively low. To improve any type of management performance, it is necessary to diagnose the current status of the performance level. In this context, this research is aimed to identify important factors in influencing the waste management performance and to develop an evaluation tool for the purpose of assessing the level of the performance for a particular construction site. In this paper, 59 influential factors have been identified and categorized into five classes, i.e., manpower, material, method, management, and policy, in terms of the characteristics of the factors. In addition, an evaluation tool has been developed in order to effectively quantify all the 59 factors based on a thorough industry survey. The output of the Tool, which is Waste Management Index, effectively assess the level of waste management performance for a particular project and provide with the most leveraged factors in need for improvement in waste management performance.
