The purpose of this study is to develop an pre-evaluation model for the sustainability of urban master plan. In order to achieve the aim of this study, first AHP survey was conducted to assign weights of sustainability assessment category. Secondly, evaluation indicators and criteria are established through the literature review according to the aims of each evaluation item. Also the types of evaluation indicators are differed by these aims. Finally, the evaluation model was applied to Se-Jong city and Dongtan-city to investigate the applicability in the early phase of development.
