제대군인의 취업률이 증가하지 못하는 원인은 글로벌 경제 위기의 여파로 전반적인 사회의 고용불안정성에 기인한 것으로 앞으로도 수년 동안 제대군인의 고용환경에 영향을 미칠 것으로 판단된다. 군은 지난 20여 년간 제대군인 취업률 향상을 위해 노력함에도 불구하고 이와 같은 결과가 나타난 것은 전직지원과 관련한 교육지원정책의 보완이 필요한 것으로 판단되고, 이를 위해 국내 전직지원교육과 외국의 교육 실태를 조사하고 발전방향을 제시한다.
