Recently, the environment of information technology(IT) service is changed from
the conventional wired PC based services to the wireless mibile services using smart
phones which enable the user to internet search, mobile shopping, music play etc.
Amidst these changes of the information and communication environment, this
research has investigated the current status of mobile accessibility of the use of
smart phones by the socially weak stratum particularly people with visual impairments
regarded as the weakest position in the society. Laws, regulations and institutional
instruments about the mobile accessbility in Korea, USA, Japan were investigated and
analyzed. The results shows that the needs for empowering law enforcement rather
than making non-compulsory recommendations was brought up to the mobile device
manufacturers and application developers in order to provide the mobile accessibility
for everyone who want to use the mobile devices. This study also made some
suggestions such as developing applications and establishing their distribution systems
in order to guarantee the mobile accessibility of people with visual disabilities.
