기존의 휴대전화 고유의 통화 이외의 인터넷 검색과 음악 감상 등 여러 가지 기능을 수행할 수 있는 스마트 폰의 대중화로 인해 정보접근 및 각종 서비스의 형태가 기존의 PC기반의 웹 기반에서 와이파이 로 대표되는 모바일 기반의 웹 어플리케이션을 활용하는 형태로 급속하게 변화하고 있다. 이러한 정보통 신 환경의 변화에서 장애인, 노령 층으로 대표되는 모바일 접근성의 상대적 약자 그 중에서 가장 열약한 위치에 있는 시각장애인의 스마트 폰 사용에 따르는 실제의 모바일 접근성의 현황과 이를 보장하기 위한 우리나라와 미국, 일본의 제도적 법적 제도적 장치를 살펴보고 ‘모바일 접근성’의 정착을 위해 권고사항 을 넘어선 법적 강제성의 강화와 모바일 기기 제조업체 및 어플리케이션 개발자의 장애인식의 전환 필요 성에 대해 생각해 보고, 이를 통해 시각장애인의 모바일 접근성 보장을 위한 스마트 폰 웹 어플리케이션 개발과 배포 시스템 확립 등의 활용 측면 등의 개선 방안을 제안하였다.
Recently, the environment of information technology(IT) service is changed from the conventional wired PC based services to the wireless mibile services using smart phones which enable the user to internet search, mobile shopping, music play etc. Amidst these changes of the information and communication environment, this research has investigated the current status of mobile accessibility of the use of smart phones by the socially weak stratum particularly people with visual impairments regarded as the weakest position in the society. Laws, regulations and institutional instruments about the mobile accessbility in Korea, USA, Japan were investigated and analyzed. The results shows that the needs for empowering law enforcement rather than making non-compulsory recommendations was brought up to the mobile device manufacturers and application developers in order to provide the mobile accessibility for everyone who want to use the mobile devices. This study also made some suggestions such as developing applications and establishing their distribution systems in order to guarantee the mobile accessibility of people with visual disabilities.
