Since flame retardant polychlorinated biphenyls (PCBs), which are used for transformer oil, exhibit high performance in electric insulation, they have been widely used as coolants and lubricants for electrical facilities such as transformers, condensers, and so on. However, after utilization, depleted PCBs cause severe environmental loss in water quality as well as soil and air pollution; such effects can be diffused over a long distance and are known to remain active in the air for approximately 10 days. Moreover, Animal tests have proven that materials combined with PCBs can negatively affect health in terms of reduced life expectancy, hyposomia in malignant dermatitis, carcinogenesis, and more. Currently, high temperature incineration, high temperature melting and chemical processing such as high temperature thermal processing are utilized as PCB-containing pollutant processing methods. Nonetheless, a study of PCB-contaminated soil has not been carried out in Korea. In the study herein, an empirical experiment was conducted in a high temperature incinerator for specified waste processing of PCBs-contaminated soil, and an environmental performance assessment was undertaken in comparison with specified waste and processed waste. As a result, the dioxin concentration in the exhaust fumes from the specified waste processing of PCB-containing soil was 7.4 times higher than processing of target waste without additives, while exhaust fumes, bottom ash and fly ash exhibited high concentrations in cases where mixed PCB-contaminated soil were processed for total PCBs.
