The purpose of this paper was to present the orientation of conceptualization of for building educational
communities. The issues of structure and agency in the social sciences have been the most important and
difficult issues. In this paper, we wanted to get out of the deflection of structural determinism and
reductionism. However, we are interested in the agent factor, rather than structural factor. Moreover, this
paper focuses on the heart that can affect personal choices and actions, so deals with the problem of
conceptualization that can mobilize the heart. In other words, it is assumed that the theoretical
assumptions; the concept as representations of the heart is the internal mechanism of institutional changes
to building the educational community. This justifies by a framework revealed which ‘Heart․Concept of
Agency - Policy Ideas․Meaning Structure - Stitutionalization’ of the relationship. And on the basis of the
analysis frame, it was analyzed critically the layers of the concept which appears in the study discussion
related with the educational community. We would want analyze how the concept of the educational
community comprehensive representation by ability of the heart, which is the source of social behavior.
Through this paper discusses this concept must be able to mobilize an ability of the heart, like
Rationality, Emotional reasonability, Will reasonability for building educational communities.
