이 연구는 대한민국의 독립과 민주주의를 위해 기여해온 보훈문화의 현실을 조명하 고, 국가보훈처가 매월 발표하는 호국보훈 인물인 ‘이 달의 독립 운동가’와 ‘이 달의 6·25전쟁영웅’의 상황을 진단함으로써 보훈 선양 및 교육의 개선 방안을 모색하고 있 다. 언론보도 및 인터넷 검색을 통해 호국보훈 인물에 대해 언론은 다루지 않고, 국민 들은 인지하지 못하고 있는 현실을 살펴보고 해외의 보훈 선양 및 교육 사례와 비교 한 결과 다음과 같은 결론을 도출했다. 첫째, 초중고 교육의 내실화가 필요하다. 둘째, 정부의 전향적인 정책과 인식의 전환이 필요하다. 셋째, 시민이 관심 있는 주제와 연 계한 발상의 전환이 있어야 한다. 넷째, 정책과 제도 교육 및 홍보는 쉽고 재미있는 다양한 문화현상과 결합해야 한다. 다섯째, 호국보훈 인물에 대한 각종 콘텐츠와 스토 리텔링 기법으로 언론의 관심을 끌 수 있도록 수준을 높여야 한다. 여섯째, 보훈교육 은 진실해야 한다. 보훈호국 인물에 대한 선양과 교육은 보훈정책 자체가 진실한 미 래지향적 가치를 담고 있고 시민의 자발적인 참여를 바탕으로 할 때 더 큰 성공을 거 둘 수 있을 것이다.
This study aims to catch the insight to upgrade and promote the Korean Merit Rewards Enhancement Policy and the honor of the Patriots and Veterans on the 'The fighter for independence of the Month' and 'The 6·25 war hero of the Month'. After confirming the facts that the press has not been treated enough articles about them and people didn't recognize the existence of them through search on the internet and press reporting, the conclusions are as follows. First, strengthening the education on the Veterans is needed. Second, the Veterans policy and recognition of the government should be changed in a forward-looking way. Third, conceptual shift to connect the interest of the ordinary citizen is needed. Fourth, education and public relation of the policy should be coupled with the easy and interesting cultural stream. Fifth, various and new contents and storytelling techniques should be focused on the press reporting. Sixth, the education on the Veterans should be honest and true. The Merit Rewards Enhancement Policy and the honor of the Patriots and Veterans will succeed in only on the condition of the future-oriented and voluntary participation of the citizen.
