This article discusses the historical event of Korean patriot Chung Keun An's
assassination of Ito Hirobumi, the renowned Japanese political leader in the early
twentieth century in Harbin, then Russia. It elucidates Patriot An's heroic act on
the basis of Kant's authoritative treatise on perpetual peace. As a result, this
article argues that Patriot An's act was based on his world views compatible with
Kantian republican peace thesis. It provides an interpretation of Patriot An's
thought on politics and international peace on three levels including individual,
state, and international. On the individual level, Patriot An harbored a perspective
of birth right of individual persons and the fundamental freedom and equality
among them. On the state level, Patriot An's view of state political system is
interpreted to be compatible with a dual sovereignty perspective within Kant's
theory of sovereignty while monarchic system itself was not opposed to by
himself. On the international level, Patriot An suggested to form a regional
community of Korea, China and Japan including 'tripartite peace conference,'
common army, regional bank. Patriot An was farsighted in that contemporary
Europe is implementing such ideas in reality. Therefore, it is necessary to further
promote Patriot An's sublime thought on peace in East Asia which has been
plagued by a variety of regional sources of conflict including maritime borderline
delineation.
