Recognizing the importance of equipping future secondary school teachers with competency for character education, practical work, and middle-school student advisement, this study focused on identifying alternatives to foster teachers with practical skills and desired characteristics and teachers who know how to utilize differentiated pedagogy tailored to middle and high school students. To achieve the goal of the study, the study clarified the constructs of characters, practical skills, and advising capacity of middle school students drawing on relevant literature and systematically analyzed the current status and needs of teacher education. Major findings are as follows. Faculty members at college of education, teachers, and students all replied that current teacher education system is doing a moderate level of job. However, they were found to have a positive perspective on operating specialized teacher education systems. With regard to the effectiveness of current teacher education system, respondents revealed their positive opinion on the level of subject knowledge expertise, while negative on side of characteristics as a teacher, practical skill, and advisement of middle-school students. Teachers were found to acknowledge the importance of examining pre-teachers’ qualification with regard to characteristics, the quality of practicum experience, and completing the course works related to student advising. The study further provided teacher education constituents with policy suggestions based on the resultant findings.
