Acknowledging the change of policy public relations paradigm toward people centered communication,
this study comprehensively reviewed interdisciplinary related concepts and theories in order to explore a
new desirable policy public relations direction and conducted case studies based on various domestic
and international public relations practices. That is, past policy public relations practices lead by the
government or public offices are changing into ‘communication lead by people’ or ‘people centered
communication.’ This study explored and refined the concept by reviewing diverse literature and
interviewing experienced practitioners and experts in policy public relations.
