This study analyses the policy of the quality management and the price in foreign
textbooks in order to obtain perspectives for the analysis of Korean textbooks.
Especially, the study sheds light on textbook policy in Japan that shares various
things in common on the aspect of school education with Korea. Moreover, the
study specifically focuses on the policy of the quality management and the price in
Japanese textbooks. This study concludes with those two thins below. Firstly,
Japanese textbook publishing system is strongly stable because it fundamentally
depends on the authorizing system, the national curriculum revision and textbook
choices. But Japanese Education department has strong effects on publishing
companies, so most of publishing companies had no choice to follow the
governmental policy. Consequently, they have been forced to keep the price of
Japanese text books low. Secondly, the publishing companies have experienced
financial difficulties in terms of publishing textbooks because of the governmental
policy which is to keep the price of textbooks low. The price of Japanese textbooks
has never changed for 20 years. Textbooks are not supposed as totally consumption
goods or investment goods. They also have the aspect of public goods at the same
time. Thus, it should be reconsidered to force the price of textbooks low.
