This study analyze policy of adult literacy campaign During U.S. Military government period
focusing on adult literacy campaign were in use. The policy of U.S. government policy had meaning
because the government had tried to install concept and system from urgent needs. But it is notable
that the government couldn't take full charge of adult education, and it made private sector took
charge of adult education. Especially, the process of institutionalize of social education leaded by
U.S. military government has remarkable meaning, because it affect social education law that came
right after government founding. This study was able to derive the following output. Adult Education
received attention caused by high illiteracy rate, government lead institutionalized actions. These
action started as adult education program planned by adult education committee in the end of 1945
and followed as guidelines and rules. These institutionalized actions are categorized by the definition
of adult education, the composition of committee, initialization and management of adult education
installation, training of adult educator. After all, it is known that the program designed by adult
education committee affected instruction of adult education and installation of citizenship training
school, guideline of high citizenship training school.
