본 연구는 지역사회에서 서비스를 제공하고 있는 비영리기관들이 북한이탈주민의 사회 통합을 위하여 어떠한 접근을 하고 어떠한 도전을 받고 있는지에 대하여 심층적으로 탐 색한 연구이다. 사례연구방법을 활용하여 다양한 유형의 기관들을 표집 후 직접 방문하 였고 관리자 11명(북한이탈주민 관리자 3명 포함)을 사례로 하여 심층 인터뷰하였다. 연구 결과, 사회통합을 위한 지역사회 비영리기관들은 첫째, 차별받지 않기 위한 접근으 로 접근성, 선택권, 사회적 이동의 가능성을 높이는 서비스를 개발하고, 둘째, 지역사회 에 어울리기 위한 접근으로 지역자원들의 조정, 남한주민과 멘토링, 남한사회 윤리의 이 해, 자원봉사활동 기회를 제공하고, 셋째, 온전히 인정받기 위한 접근으로 남한사람에게 북한사회를 대변하는 역할, 남북한의 새로운 정체성을 찾는 서비스들을 제공하고 있었 다. 지역사회 서비스 기관들이 겪는 도전들은 첫째, 서비스 전달과정 측면에서 북한이탈 주민을 ‘대상화’하는 인식, 남한주민의 우월적 태도, 지역사회의 정치적인 편견과 거부감 으로 나타났다. 둘째, 조직들간의 관계적인 측면에서 유사서비스의 중복, 서비스의 제 한, 협력의 거부, 남북한 조직간 불인정과 불신, 공식적 의사결정에 참여 배제의 문제로 나타났다. 이를 바탕으로 북한이탈주민의 사회통합을 위한 비영리기관의 방향과 전략을 시민권 접근, 강점 관점, 파트너십 개선, 실천가 역량강화 등의 측면에서 제언하였다.
This research aimed to explore the approaches and challenges of community services for social integration of North Korean migrants in South Korea. Applying case study methods, 11 managers from various nonprofit service organizations including three North Korean migrant managers were interviewed. As results, the managers, firstly, developed for increasing service accessability, the right to choose, and social mobility against discrimination. Secondly, they focused on coordinating of community resources, mentoring with South Koreans, meeting and volunteering to community. Lastly, they promoted North Koreans to be recognized as themselves and creating a new identity with North and South Korean. In addition, providing the community integration services was hindered by objectification of North Korean migrants, passive approach against community prejudice, highly financial dependence, duplication of similar services, denial to cooperative services, and mistrust between two Korean organizations. In order to reach the goals for social integration, significant strategies of community services were discussed.
