The purpose of this study is to analyze the problems of the university entrance policy system and to
outline policy agendas for improvement. It is acknowledged by students, parents and most experts that the
education system that has the greatest impact on education throughout Korea is the university admission
system. In this study, we derive the fundamental problems of the university admission system from the
viewpoint of students and parents, analyze the causal structure, and draw policy agendas for
problem-solving from them.
The results of the study and related proposals are as follows. First, a plan to improve the university
admission system for ‘cultivating creative talents’, second, a ‘career customized(valid)’ university entrance
system enhancing students' dreams and talents, third, an ‘equity’ extension scheme through university
admission process, fourth, a scheme for university admission system that is customized and burden
reducing, fifth, a method of improving the fairness, objectivity, and reliability of university admission
system, sixth, a method of improving school record based admission system, seventh, the introduction of
‘joint essay’ and the improvement of in-depth interview, eighth, a suggestion of expanding the adult
selection for increased openness in university admission.
