본 연구의 목적은 우리나라 상이군인 정책의 현황과 문제점을 살펴보고, 향후 보다 발 전적인 정책개발을 위한 시사점 고찰에 있다. 이를 위해 상이군인과 국가유공자의 현황분 석을 실시하였고, 국방부와 국가보훈처를 중심으로 지원정책을 분석하였다. 비교분석을 위해서는 문헌연구를 중심으로 정책과정의 분석영역에 있어 정책선택방법을 분석하는 길버트(N. Gilbert)와 스펙트(Specht)의 사회정책 분석틀을 활용하였다. 분석결 과, 의무복무 중인 군인과 직업군인들을 위한 재해보상제도는 크게 국방부에서 지원하는 군인연금제도가 우선 적용되며, 제대한 후에는 국가유공자로 등록한 후 국가보훈처의 보 훈제도 범위 안에서 다양한 지원을 받을 수 있는 것으로 나타났다. 최근 국가유공자 등록 현황을 살펴보면 20-30대의 젊은 경상이자의 등록이 눈에 띤 다. 반면 국방부나 국가보훈처의 지원정책은 보상금(연금) 위주의 정책이 펼쳐지고 있고, 국방부의 의무복무병사 관련 혜택은 아주 미미하며, 국가보훈처의 경우에도 중상이자와 고령자 위주의 지원정책으로 구성되어 있는 것을 알 수 있었다. 따라서 최근 등록되어지는 국가유공자의 연령대와 경상이자의 증가 등을 감안한다면 이 들에 대한 맞춤형 지원정책이 필요할 것으로 판단된다. 중도장애인으로서 겪게 되는 심리 적 장애에 대한 지원은 물론 원활한 사회적응을 위한 정보제공 체계의 변화, 교육, 직업 재활 및 취업지원 등에 대한 대책마련이 필요하다고 사료된다.
The purpose of this study is to analyze of present supporting policies for disabled soldiers in Korea and to develop more effective supporting policies. In order to do that, the study attempted to analyze ‘Ministry of Patriots & Veterans Affairs(MPVA)’ and ‘Ministry of National Defense(MND)’ policies for disabled soldiers and patriots. In the study, the analytic theories of social policies by N. Gilbert and Specht were compared with MPVA and MND. A soldier accidents compensation system is applied to soldier pension of MND in priority. In addition, if they register at patriot registration system, they can receive various supports from MPVA. Recently there is a increasing number of slightly hurt patriots in their 20s and 30s. However, the soldier accidents support system was composed of mainly compensation. And it lacks a support for soldiers serving military obligation of MVD. In case of MPVA, the policies aim to support mainly old veterans. Therefore, it needs a customized support system for the group of young patriots with newly changed policies. Since they have disabilities caused by accidents, they need psychical cures and social adjustment trainings with better information, education support and job training.
