The purpose of this study is to analyze of present supporting policies for
disabled soldiers in Korea and to develop more effective supporting policies. In
order to do that, the study attempted to analyze ‘Ministry of Patriots & Veterans
Affairs(MPVA)’ and ‘Ministry of National Defense(MND)’ policies for disabled
soldiers and patriots.
In the study, the analytic theories of social policies by N. Gilbert and Specht
were compared with MPVA and MND. A soldier accidents compensation system
is applied to soldier pension of MND in priority. In addition, if they register at
patriot registration system, they can receive various supports from MPVA.
Recently there is a increasing number of slightly hurt patriots in their 20s and
30s. However, the soldier accidents support system was composed of mainly
compensation. And it lacks a support for soldiers serving military obligation of
MVD. In case of MPVA, the policies aim to support mainly old veterans.
Therefore, it needs a customized support system for the group of young patriots
with newly changed policies. Since they have disabilities caused by accidents, they
need psychical cures and social adjustment trainings with better information,
education support and job training.
