Today, all education is already being converted into ‘creativity paradigm' from ‘efficiency paradigm. This
study begins with the premise that ‘creativity paradigm' should be applied in the area of Human Resource
Development. In principle, creativity comes from the sea of imagination. Of course, not all imagination
leads to creativity. But creativity is not possible in the area where the imagination is not allowed. In
order to get a particular talent with imagination and creativity in HRD area it should be done to be a
real educational imaginative expression. This paper will examine whether HRD could contribute to the
creative talent when the educational imagination is applied to traditional four components of the HRD ie
personal development, organizational development, performance management and career development. Of
course, these findings will ultimately provide a ‘new review for HRD concept in creativity paradigm'. For
this purpose this study is based on philosophy. In conclusion it can be said that the educational
imagination of HRD can begin in the ‘experiential learning'. Specifically ‘experiential learning’ has been
developed in the form of a action learning for a long time in the area HRD. So closely, in order to
foster creative talent in the area of HRD the experiential learning centered programs are necessary actively
applied which let learners experience firsthand and imagine.
