2008년 우리나라가 비준한 ‘유엔 장애인의 권리에 관한 협약’과 2014년 국립국어원의 “시각장애인 언어 사용 환경 개선 중장기 계획” 그리고 2016년 제정된 ‘점자법’은 공통적으로 점자 교육을 강조하고 있다. 이 연구는 중도 시각장애인을 위한 점자 교육과정을 개발하는 데 필요한 점자 교육 실태 및 요구 자료를 수집하는 것이 그 목적이었다. 이러한 연구 목적에 따라 중도 시각장애인에게 점자를 지도한 경력이 있는 점자 지도사 63명과 중도 시각장애인 점자 학습자 118명을 대상으로 점자 교육과정의 주요 요소들과 관련된 실태 및 요구를 조사하였다. 주요 결과는 첫째, 중도 시각장애인 점자 교육의 목표는 일상생활에 필요한 점자 식별 능력 개발이 가장 중요하고, 둘째, 점자 교육과정 운영은 세 수준으로 나누어 맞춤형 교육이 가능하도록 설계되어야 하며, 셋째, 점자 교육 내용에는 촉각 관련 내용이 더욱 많이 포함되어야 하고, 넷째, 점자 교육 방법은 실증적인 연구를 기반으로 개선되어야 하며, 다섯째, 평가 기준은 읽기 속도뿐만 아니라 다양한 준거가 개발되어야 한다는 것이었다.
The United Nation's Convention on the Rights of People with Disabilities, National Institute of Korean Language's Middle-range Plan for Improving the Environment in Braille, and the recently passed Braille Law commonly emphasize that braille should be widely taught to whoever needs it. The purpose of this study was to examine the current status and needs of braille literacy education for people with adventitiously visual impairments. A total of 63 braille instructors and 118 learners with adventitiously visual impairments were asked to respond to the questionnaire designed for this study. The implications of key findings in this study were as follows: (1) the primary objective of the braille literacy education for individuals with adventitiously visual impairments should be to enable them to identify braille for their daily lives; (2) the curriculum should be designed to be operated in three different levels; (3) the content should include a variety of activities for developing their tactile sensitivity; (4) instructional methods should be empirically validated; and, (5) diverse criteria for evaluation should be developed.
