그간 정부의 대학 특성화정책들은 특성화의 개념을 명확하게 규정하지 않았기에 다른 고등교육 구조개혁정책들과 뚜렷한 차별성을 보이지 못했고, 이는 곧 대학 특성화정책의 내용적 모호성을 유발하였다. 대학 특성화가 도대체 무엇을 의미하는지도 명확하지 않다보니, 대학의 특성화를 이루 기 위하여 역할을 수행하여야 할 핵심 주체들은 누구이고, 이들의 역할 기대와 상호 관계성은 어 떠한지 등에 대한 구체적인 논의도 충분히 이루어지지 못하였다. 따라서 정부의 노력에도 불구하 고, 대학의 특성화정책은 본래의 취지와 목표에는 미치지 못한 점이 많았다는 평이다. 그간 우리나 라의 대학 특성화정책들이 노정해온 이러한 문제들에 공감하며, 이 연구는 대학 특성화의 개념을 이론적으로 고찰해보고, 아울러 고등교육의 선진모형을 가장 적극적으로 제시해온 영국의 고등교 육개혁을 통한 대학 특성화사례를 정책의 방향, 추진구조, 실제 사례, 정책 성과와 한계를 중심으 로 면밀히 분석하여, 이를 토대로 우리니라 대학 특성화정책에 주는 함의를 도출하고자 하였다. 방 법론적으로, 그간 우리 교육학계가 제시해온 정부의 고등교육개혁정책 방향이 대학과 지역 간 긴 밀한 상호 연계 및 협력체계를 강화하여 병행 발전을 유도하는 산학협력모형을 강조하여온 바, 이 연구는 지역차원의 산학협력을 영국 사례의 분석적 관점으로 활용하였다. 지역 대학-지역산업체-정 부 간 연계하여 지방경제발전을 도모하는 한국의 지역균형발전전략은 영국의 지역중심의 산학연계 정책을 벤치마킹한 것이므로, 이러한 분석 관점은 우리나라의 대학 특성화정책을 위한 시사점 도 출에 매우 유용하다.
Poor definition of university specialization has led Korean government's higher education reform policies and thus caused ambiguity in terms of its purpose and content. Since it is unclear what the university specialization policy exactly means and expects to achieve, the policy has also failed to define key role-players and their relationship. Although Korean government has enthusiastically driven higher education reform movement to make universities specialized and globally competitive, the critics' evaluation seems not good enough. This paper, based on the agreement on the current criticism against the university specialization policy, case-studied England who has suggested advanced model for effective higher education by analyzing the UK government's university specialization policy focusing on its purpose and direction, policy engine, actual cases, and outcomes and limitations. Methodologically, the author employed university-centered regional cooperation model to analyze England case since korean educational society has been emphasizing mutual and reciprocal development of local university and local community in order to successfully restructure Korean higher education. This model, which Korean government has applied to higher education policy, is originated and benchmarked from England. Therefore, the model will be very useful and meaningful to review the case and draw policy implications on Korean university specialization policy.
