본 연구는 보육서비스 전달체계를 행정체계, 집행체계, 지원체계로 나누어 그 실태를 분석하여 보육의 공교육화 방안을 탐색해 보고자 하였다. 보육의 공교육화를 위해서는 첫째, 보육과 유아교 육의 통합을 통한 중앙 집권식 행정체계 수립되어야 하고, 보육의 공교육화라는 종국의 목적을 달 성하기 위해서는 모든 공교육 업무를 일원화하는 것이 바람직하다. 둘째, 보육서비스 집행기관의 인식 전환이 필요하다. 셋째, 보육서비스가 기본학제로 편입되는 정책이 수립되고 실천되어야 한 다. 넷째, 교사교육의 일원화 및 신분안정을 통해 진정한 보육의 공교육화를 달성해야 한다. 무엇 보다도 보육의 공교육화를 실현하기 위해서는 국가중심의 체계적이고 통합적인 정책개발과 이에 대한 재정지원 확충을 위한 기반을 구축되어야 할 것이다.
The purpose of this study is to find ways for facilitating public education of childcare, based on analyzing the current childcare service delivery system which are divided into administration, execution and support systems. The results of this study appeared as the followings. First, a centralized administration system needs to be established by integrating childcare and kindergarten education. Second, the executive organization of childcare service needs to change. Third, a policy needs to be made that incorporates childcare into public education. Fourth, the integration of childcare and kindergarten education is needed. Above all, for the purpose of achieving a public education of childcare, the government will need to develop a systematic and comprehensive policy towards this end, and to establish the foundation for expanded financial support.
