본 연구는 정부의 고등교육관련 국책․특성화사업의 우수사례 분석을 통해 대학경영 혁신을 위 한 발전적 개선방향과 과제를 위한 시사점을 제시하고자 한다. 정부의 BK21과 NURI사업관련 국 책․특성화사업 우수 성과분석을 통해 이들 대학특성화사업단에 대한 특징과 시사점을 제시하였 다. 특성으로는 연구인력 확보, 재정 지원사업 적극 발굴, 산학연계 교육 강화, 대학간 교류증진, 기본 인프라 구축, 산업 육성전략 수립, 지속적 관심, 진로지도 프로그램 운영, 장학금 확대, 취업 률 향상 계획, 홍보에서의 차이점 등을 제시하였다. 이와 함께 대학과 지방자치단체와의 사업 특성 부각의 중요성, 사업 목표와 성과 결과 평가에 대한 합리성 확보, 사업 목표와 비전의 구체화, 정 부의 대학지원의 중복성 검토, 소규모 대학의 특성화 사업에 대한 존속 여부, 고등교육 재정지원사 업의 효율성 확보와 경쟁력 강화 등에 대하여 지적하였다. 대학경영 혁신의 방향과 우수사례에 대 한 연구결과를 바탕으로 대학경영 혁신 우수사례를 적극적으로 발굴․홍보․확산하여 개별 대학경 영 및 정부의 대학 재정지원 정책에 활용할 필요가 있다.
The purpose of this study is to propose developmental tasks and give implication to raise the reform of University management by exploring universities' excellent cases on government-initiative projects related to the higher education. Through studying excellent cases of national specialized projects related to BK21 and NURI, it gives implication and characteristic to the Universities' specialized area in those projects. As characteristics, it enables to secure labor forces in research field, actively search financial funds business, enforce program related to industrial –educational cooperation, increase exchange between universities, establish basic infrastructure, establish strategy for promoting industry, give sustainable attention, run job placement program, expand scholarship, plan for improving employment rate and proposes differences on promotion . With them, they pointed out the importance of giving salience on university and local community’s business characteristic, procuring rationality on business target and performance consequence evaluation, ruling out the unnecessary conditions on university support, checking subsistence on the specialized university program, securing efficiency of financial supports in higher education and enforcing competitiveness. It is necessary to actively excavate, promote and spread of the reform of university management and excellent cases of government-initiative projects to make best use on individual university management and government’s support policy for university.
