This study aims at proposing some reform measures for the middle
school grouping system, which consists of 1,102 school districts
nationwide in 2010.
In doing so, it analyzes the present status of the student allocation
system and suggest policy directions for the local educational authority to
develope in the near future.
As the result of the analysis, it finds out some problems in terms of
devolving on local superintendents to establish school grouping system of
middle school even though the local superintendent is one of the most
important factors to effectively deal with the local education issues.
To solve these problems, the study suggests keeping the current
system instead of replacing it. On the basis of analysis, to set up the
basic fundamental principles for the school district to be more objective
and transparent, several policy alternatives are suggested.
