MB 정부가 추진해 오고 있는 ‘학교 자율화 추진계획’ 가운데 3단계 학교 자율화 조치의 하나인 교육과정 자율화는 그 의도와는 달리 학교 현장에서 적용되는 과정에서 많은 문제를 야기하고 있 다. 이 논문은 이 정책에 대한 학교 현장의 수용도가 떨어지고 있는 이유에 주목하면서 문헌분석 방법을 활용하여 정책의 집행과정을 분석하였다. 주요결과는 다음과 같다. 첫째, 정책 자체 변인 측면에서 정책의 목표가 무엇인지가 명확하지 않았고, 정책 목표를 달성하 기 위한 수단도 학교 현장에서 소화하기 쉽지 않은 것이었다. 둘째, 정책집행을 책임지고 있는 교 육과학기술부 장관의 정책 집행 의지는 강했으나, 이것이 학교 현장에서는 ‘강요된 자율’로 인식되 는 경향이 강했다. 셋째, 정책대상 집단인 교사들의 불순응도 학교 자율화 정책의 집행에 부정적으 로 영향을 미쳤다. 특히 학교 자율화 정책에 대한 의사소통 관련 불순응과 정책 관련 불순응(목표 불순응)이 두드러지게 나타나고 있다. 끝으로, 언론과 여론도 시간이 지나면서 학교 자율화 정책, 특히 교육과정 자율화의 문제를 부각시키면서 비판하고 있는 것도 정책의 집행에 부담이 되고 있 다.
This article tried to analyze the implementation process of School Autonomy Policy by MB Government focusing on curriculum autonomy at school level. The research results are as follows. First, with regard to the policy variable, unclear policy goals made implementation staggered, while some policy measures which were not feasible were forced to be activated at each school. Secondly, Ministry of Education and Science & Technology, which is in charge of the policy implementation, had a strong will to implement the School Autonomy Policy but school teachers seemed to recognize the autonomy as 'forced autonomy'. Third, school teachers as policy target group showed some noncompliance toward the school curriculum autonomy policy. Specifically, communication-oriented noncompliance and policy goals-oriented noncompliance had a negative influence on the implementation process. Finally, the public opinion and mass communication began to criticize the School Autonomy Policy including curriculum autonomy policy, pointing to the problems brought about in the process of policy implementation.
