This article tried to analyze the implementation process of School
Autonomy Policy by MB Government focusing on curriculum autonomy at
school level. The research results are as follows. First, with regard to the
policy variable, unclear policy goals made implementation staggered, while
some policy measures which were not feasible were forced to be activated at
each school. Secondly, Ministry of Education and Science & Technology,
which is in charge of the policy implementation, had a strong will to
implement the School Autonomy Policy but school teachers seemed to
recognize the autonomy as 'forced autonomy'. Third, school teachers as policy
target group showed some noncompliance toward the school curriculum
autonomy policy. Specifically, communication-oriented noncompliance and
policy goals-oriented noncompliance had a negative influence on the
implementation process. Finally, the public opinion and mass communication
began to criticize the School Autonomy Policy including curriculum autonomy
policy, pointing to the problems brought about in the process of policy
implementation.
