The purpose of this study is to analyze French educational education system and governance and then to find policy implications for recent Korean local educational administration reform measures. France is one of the most centralized countries in Europe and has similar local government system with Korea. In France, the local government is comprised of three parts: Region, Department and Commune. Since 1982, France has developed and emphasized decentralization and partnership among local authorities. French case will give a lot of implications to Korea regarding the local education system to support individual schools. This study analyzed French education system and its main principles, educational administration and governance system. Based on this analysis I proposed and discussed three policy implications: First, the way of maintaining policy consistence of central government; second, expanding the role and responsibility of local government in public education to pursue cooperative governance; third, setting new and clear role and responsibility of central government. This study will contribute to enhance understandings of the France educational governance and local government systems and develop useful implications to understand and solve the conflicts among various levels of governments in Korea. This will help to develop cooperative partnerships among central government and local governments.
