Sejong special self-governing city office of education was newly
established on July 2012. It has different functional and structural
characteristics from the offices of the other cities and provinces. For example,
it has no district office of education and has to fulfil the function of leading
the development of education in Korea. Therefore the purpose of this study
was to explore the method for estimating appropriate personnel scale of local
public servants of sejong special self-governing city office of education which
is considered and reflected unique characteristics of the office of education.
Drawn equation for estimating appropriate personnel scale of local public
servants of sejong special self-governing city office of education from this
study was as follows: first, the standard number of local public servants per
head by factors of educational administration was calculate on the basis of
Jeju special self-governing provincial office of education which was relatively
most similar in local scale. The factors of educational administration were
used the number of students, the number of teachers, the number of classes
and the number of schools to be generally utilized in previous studies. Second,
5 percent personnel for additional work were added because sejong special
self-governing city office of education are asked special roles. In summary,
