본 연구에서는 민선 시·도지사 선정과정에서 전략적 수단으로 가장 빈번하게 제시되 는 고교 육성 공약의 사례로 경상북도 민선 4기 도지사의 공약으로 제시되었던 「지역 중심학교 육성지원사업」을 평가하여 향후 지방자치단체가 교육지원사업을 추진할 경 우 고려해야 할 사항을 도출하고자 하였다. 지역중심학교 육성지원사업은 경상북도 민선 4기 도지사의 공약사항을 실제 정책으 로 추진하였다는 점, 정책 목표가 중앙 정책 및 도 자체 계획에 부합되는 정책이었다 는 점, 당초 계획에 따라 3년이라는 사업 기간동안 예산의 변동없이 지속적으로 지원 되었다는 점 등은 매우 고무적이다. 그러나 학교 선정에서의 불협화음, 학교 규모 및 지역별 차이를 고려치 않은 선정 원 칙 및 동일 금액의 지원, 행정처리 위주의 사업 집행 구조, 동일 프로그램의 반복적 시 행에 대한 방관적 자세, 방과후 지원 프로그램이라는 단일 사업 수단의 고수, 안이한 사후 평가 체제 등의 문제점 등이 있었고, 이를 개선하기 위한 정책 제언은 다음과 같 다. 첫째, 전략적 수단으로 제시된 선거공약이지만 정책 추진 여부가 결정된 이후에는 해 당 사업에 대한 여론에 대응하여 정책을 수정하기 보다는 사업 취지와 정책 방향에 대 해 지역민의 이해도를 높이려는 노력이 필요하다. 둘째, 다년간의 사업을 추진하는 경 우 중간 평가제 도입을 통해 사업 추진 상황을 모니터링 할 필요가 있다. 셋째, 사업 추진 과정에서 다양한 이해관계자들간의 파트너십이 구축될 수 있도록 지원해야 할 것 이다. 마지막으로 재정 운영의 책무성과 함께 학교 특성에 따른 다양한 교육적 필요도 를 반영할 수 있도록 재정 운영의 자율성을 보장하도록 노력해야 할 것이다.
This study appraised the case of operation of Local Hub High School Promotion Program, that is a high school promotion policy most frequently presented as a strategic means in the process of popular election of mayor and governor, and that the popularly elected 4th governor of Geyongsangbuk Province presented as a campaign promise. The purpose of this study was to grope for the direction of policy to consider in case that future self-governing organizations promote an education support project. Local Hub High School Promotion Program is very encouraging in that it was originally a campaign promise of popularly elected 4th governor of Geyongsangbuk Province and was propelled as a practical policy, it was well matched with the central policy as well as the self-plan of province, and it was supported continuously without change of aid budget for the 3 years of project period. However, there were problems like conflicts in selecting schools, the principle of selection with no consideration of school scale or local difference and same amount support, the administrational-treatment-based structure of project conduct, the onlooking attitude towards repetitive implementation of same programs, the adherence to the single means of project as extracurricular support program, and the easy post-appraisal system. Followings are the policy proposals to improve the problems. First, though the campaign promise was originally presented as a strategic means, if its policy was once decided to propel, making efforts are necessary to get popular understanding concerning the purport of project and the direction of policy, rather than revising the policy corresponding to the public opinion of the project in question. Second, in case that the project should be conducted over multi years, it is necessary to monitor the project conduct situation through mid-term appraisal system. Third, support will be needed so that a partnership can be established among various interested parties in the progress of project implementation. Lastly, efforts should be made to guarantee the autonomy of financial management in order to satisfy various educational necessities that reflect characteristics of schools.
