This study appraised the case of operation of Local Hub High School Promotion
Program, that is a high school promotion policy most frequently presented as a
strategic means in the process of popular election of mayor and governor, and
that the popularly elected 4th governor of Geyongsangbuk Province presented as
a campaign promise. The purpose of this study was to grope for the direction of
policy to consider in case that future self-governing organizations promote an
education support project.
Local Hub High School Promotion Program is very encouraging in that it was
originally a campaign promise of popularly elected 4th governor of Geyongsangbuk
Province and was propelled as a practical policy, it was well matched with the
central policy as well as the self-plan of province, and it was supported
continuously without change of aid budget for the 3 years of project period.
However, there were problems like conflicts in selecting schools, the principle of
selection with no consideration of school scale or local difference and same
amount support, the administrational-treatment-based structure of project conduct,
the onlooking attitude towards repetitive implementation of same programs, the
adherence to the single means of project as extracurricular support program, and
the easy post-appraisal system. Followings are the policy proposals to improve the
problems.
First, though the campaign promise was originally presented as a strategic
means, if its policy was once decided to propel, making efforts are necessary to
get popular understanding concerning the purport of project and the direction of
policy, rather than revising the policy corresponding to the public opinion of the
project in question.
Second, in case that the project should be conducted over multi years, it is
necessary to monitor the project conduct situation through mid-term appraisal
system.
Third, support will be needed so that a partnership can be established among
various interested parties in the progress of project implementation.
Lastly, efforts should be made to guarantee the autonomy of financial
management in order to satisfy various educational necessities that reflect
characteristics of schools.
