This study is for offering useful implications in policy for pushing ahead the
following special-purpose high school policy through assessing how the previous
special-purpose high school policy which was pushed ahead in the middle of Lee
Myung-Bak government affected on the public education, the private education,
and society.
For this, I analyzed the background and policy structure of the special-purpose
high school policy which was pushed ahead in the middle of Lee Myung-Bak
government, and assessed the effect of the special-purpose high school policy
through combining literature research and quantitative research.
As a result, the special-purpose high school policy showed limits to achieve the
public education normalization and reducing of private education expenses at the
same time.
Especially, teachers think that if there are more subjects included in the
entrance examination, it would be effective for the public school normalization.
On the other hand, parents think that if there are less subjects included in the
entrance examination, it would be effective for reducing of private education
expenses.
Statistically, the more subjects included in the entrance examination and the
more complicating entrance screening, the higher private education expenses.
Therefore, to achieve the public education normalization and reducing private
education expenses at the same time, the policy which reflects the objective of establishment of the special-purpose high school and helps to achieve the public
education normalization and reducing private education expenses should be studied
through accurate causal analysis.
