본 연구는 Kingdon이 제시한 다중흐름모형을 통하여 유아교육ㆍ보육 통합 논의의 변동과정을 분석하고자 하였다. 이를 통하여 유아교육ㆍ보육 통합에 대한 논의가 최 근 몇 년 사이에 급속도로 진행될 수 있었던 결정적인 계기는 무엇인지 파악하고자 하였다. 분석 결과, 첫째, 유아교육ㆍ보육 통합에 대한 논의의 변동과정을 설명하는 데 있어 Kingdon이 제시한 다중흐름모형은 매우 적합한 것으로 판단된다. 특히, 다중 흐름모형의 세 흐름들 중 유아교육ㆍ보육 정책에 가장 큰 영향력을 미친 흐름은 정 치흐름인 것으로 나타났다. 둘째, 통합에 대한 논의가 급속도로 진전될 수 있었던 결 정적인 요인은 대통령과 여당, 야당으로 대표되는 정책혁신가의 역할이 주효하게 작 용하였다. 다만, 육아정책연구소가 유아교육계와 보육계의 입장을 균형 있게 수용하 는 역할을 일찍이 수행해오고 있다는 점에서, 향후 유아교육ㆍ보육 통합에 대한 논의 가 진행되는 과정을 살펴보는 데 있어 육아정책연구소의 역할에도 주목할 필요가 있 다고 판단된다.
This study is intended to analyze the political dynamics of constant debates on the integration of the Early Childhood Education and Childcare through Kingdon's Multiple Streams Framework. The main study question is to figure out which factor is the most decisive one that triggers the political debates on the integration. The result of the research are as follows. First, Kingdon's Multiple Streams Framework is an appropriate model enough to explain the political shift in the integration debates on the issues. Especially, political stream, one of the three streams that make up the Multiple Streams Framework, is the most influential stream to the Early Childhood Education and Childcare policy. Second, the president and the ruling and opposition parties as the policy entrepreneurs play a significant role in surfacing the integration issues into the policy agenda. In addition, KICCE(Korea Institute of Child Care and Education) have also performed an important role in mediating subtly different opinions between the Early Childhood Education field and the Childcare field. Therefore, it would be worthful to pay attention to the role of KICCE by focusing on the main publications of KICCE.
