This study is to explore the multifocal analysis model of educational policy
by analyzing how the accountability policies have changed structure,
function, and culture of teaching profession. The researchers investigated
newspaper articles, government documents, policy papers and dissertation.
Multifocal policy analysis is useful for understanding the changes of teaching
profession embedded in various policy environment and political interactions.
Also, it may be utilized for understanding historical regularity and orientation
about policy dynamics, policy discourage and policy implementation. Thus,
education policy needs to be analyzed in terms of multifocal policy analysis
combined with macro analysis, micro analysis, structural analysis.
