Korea's model of education development took place in the public-private
partnership system, where instruction-learning media, mission oriented
professional teachers, and multiple choice tests played core function. This
model is different from the educational suggestions usually made to the
developing countries. Quality education and inclusive education cannot be
met together at developing stage. Korea put so much priority on the latter
as to succeed in educational expansion at developing stage. This is the core
of Korean experience, Such a system confronted new challenges since 1995
education reform for New Education system.
