This study has empirically revealed the neo-liberal nature of the education
reform which is continued in South Korea since the mid-1990s. After an
overview of the historical development process of neoliberal globalization,
this study analyzed the ideology of the government's education reform
through the government′s official policy documents. Plus, this study
intended to look how the ideology of neoliberal education reform show itself
in the flow of the education policy since the mid-1990s.
Since the state-level education reform in 1995, education reform has been
justified in the relation with the world economy system represented by
'globalization' or 'knowledge-based society'. Education has been considered
as 'commodities', teachers and schools 'training provider'. Students and
parents has been positioned as a 'consumer of education'. Korea's education
policy is in need of reflection at the fundamental level.
