University autonomy and competition policy that mainly derived from 5·31
education reform based on the Neoliberalism caused the powerful university
reform. The purpose of this study is to analyze the main impact and
challenges of two major policies: University Establishment Regulations and
University Enrollment Quota Policy, then navigate the orientation for higher
education in future through literature review and statistical data both
domestically and internationally. As a result, antinomic policy implementation,
the limitation of uniform university autonomy and the trap of the
neoliberalists' contradiction are found due to the myth of leaders of 5·31
education reform. Therefore, by overcoming this dilemma between regulation
and autonomy, the combined model between autonomy and regulation should
be optimised and ultimately, diversifying the types for the private colleges
should be sought depending on the astute recognition in domestic higher
education.
