From the political science perspective, this study examined the political
dynamics in introducing the ACE program, a government-funded project to
improve college education. The study intended to analyze the political
phenomena including what policy environments influenced the introduction of
ACE, who participated in the policy process, and what kind of conflicts and
cooperation along with compromise and consensus existed among policy
agents in introducing ACE. Comprehensive literature reviews along with
interviews were conducted. Kingdon’s policy stream model was employed to
look into political dynamics. From political viewpoint, the study focused
institution, interests and ideas which determined policy process and political
behaviors of policy agents. Finally, the study investigated in what ways ACE
in turn affected political participation of policy agents who wanted to
maintain and expand the ACE program.
