Recently, there have been growing numbers of educational policy conflicts
between central and local educational administration governments. At the
beginning of the conflict process, administrative policy interventions such as
modification order from central educational administrative government were
attempted. If they are not effective, juridical intervention will be employed.
Administrative, legislative and juridical interventions that had been
executed onto the educational policy conflicts were closed reviewed, there
are various factors involved as follows; the difference in political ideology,
lack of appropriate regulation, discrepancy of law interpretation, and
ambiguity of authority, etc.
Once educational policy conflict occurs, it takes a lot of time and effort
to resolve it. Not only it delays policy implementation but also increases
conflicts among policy stake-holders. Therefore, this study will exploit the
educational policy conflict process and identify the structural characteristics
of conflict process with the case study of exemplary educational policies.
