The purpose of this study is to the main content and implications of new and amended
clauses for lifelong education for people with disabilities in the recently amended Lifelong
Education Act, which comes into effect in May 2017, and discuss establishing support
within the legal system and future challenges related to supporting lifelong education of
people with disabilities.
Thus, this study investigated improvement of accountability regarding lifelong education
of people with disabilities, reinforcing guarantee of participation in lifelong education of
people with disabilities, establishment of the foundation for support for lifelong education
of people with disabilities by the central government, support from different institutions,
and securing relevant expertise, in relation to amendment of Lifelong Education Act.
Based on the findings, the study proposed establishment of support system for unified
lifelong education of people with disabilities, preparing followup actions for the existing
institutions offering lifelong education for people with disabilities, establishing a support
system to secure expertise, expanding budget for lifelong education of people with
disabilities, and preparing followup measures within Ministry of Education.
