본 연구는 지난 2011년에 법제화되어 6년째 시행되고 있는 수석교사들의 선발과정과 연수 프로그램을 살펴보고 우리나라 수석교사와 비슷한 역할을 하는 미국 멘토 교사의 선발과정과 연수프로그램을 비교 분석해봄으로써 이제 막 첫발을 내딛은 수석교사제의 정착을 위한 시사 점과 개선방향을 도출하는 것을 목적으로 하였다. 먼저 전국 시·도교육청 관계자와 수석교사 전화 면담 등을 통해 국내의 수석교사 선발과정에 대한 현황과 문제점을 파악하였고, 미국의 버지니아 주, 워싱턴 주의 멘토 교사 선발과정을 살펴보았고, 캘리포니아 주와 애리조나 주의 멘토 훈련 프로그램을 분석함으로써 시사점을 탐색하였다. 미국 멘토 프로그램과의 비교를 통해 얻은 개선방향은 다음과 같다. 첫째, 수석교사의 선발과정에서 성인교육에 대한 이해와 후진양성에 대한 열정이 있는 헌신적인 교사를 선발해야 할 것이다. 둘째, 수석교사의 연수는 성인학습자에 대한 이해와 개인 및 상활별 차이의 이해를 기반으로 한 교수법이 포함되어야 할 것이다. 셋째, 수석교사는 멘토링 관련 기초역량(멘토링 과정, 기법, 멘토의 역할)이 무엇인 지 알고 습득해야 할 것이다. 넷째, 수석교사도 성장단계를 거친다는 것을 이해하고 각 단계 에 필요한 것들을 적절히 충족시켜주어야 할 필요가 있을 것이다.
Master teacher program has been launched in several years ago, or 2011 after long discussion and debates more than three decades. Being expected as a beginning stage, the program has been confronting various problems, issues and conflicts in teacher community. This study aims to understand selecting process and training programs of master teachers in Korea and find some implications through comparing to mentoring programs in the U. S. A. Through this paper several implications are suggested. First, when selecting new master teachers, it should be considered whether they have passion for adult education and generativity or not. Second, training programs for master teachers should include understanding of adult learners and understanding of individual differences and situational differences they bring. Third, master teachers should understand and acquire the contents and process of mentoring program thoroughly. Fourth, it needs to understand that master teachers go through several phases of growing process and it needs to be provided appropriate support in accordance to their needs.
