OECD 주요 국가의 고용정책은 국가별로 다소 상이하게 실시되고 있지만, 청년 실업과 고용해결을 직업교육훈련이라는 관점에서 주의 깊게 본다. 영국의 청년 뉴딜프로그램은 3단계에 걸쳐 훈련을 받 으며 단계별로 청년들에게 적합하고 융합된 서비스를 제공한다. 또한 지역 특성에 맞게 프로그램이 운영되고 있다. 미국정부의 규제를 받고 있는 등록도제제도는 법에 규정된 모든 수준을 제대로 준수 하는지 여부를 미국노동부 교육훈련실산하의 도제국에서 관리 담당한다. 독일의 이원화제도 역시 직 업교육훈련에 참여하며 취업으로 연계한다는 점에서 학교에서 노동시장으로의 이행을 원활하게 해준 다는 강점이 있다. 일본정부도 일본형 이원화 제도 도입으로 프리터와 니트가 감소하여 소기의 성과 를 달성하였다. 마지막으로 호주의 도제제도의 경우 다른 국가와 다르게 Group Training이 운영되며 채용까지 연계하기 부담스러운 중소기업이나 중견기업의 경우 이러한 도제훈련 형태를 많이 선호한 다. 따라서 우리 정부도 청년들에게 주요 국가들의 경험을 통해 얻은 융합적인 정책 방안과 직업훈련 기회제공 방안을 모색해야 한다.
Although employment policy in major OECD countries is being conducted somewhat differently by country, look carefully to solve youth unemployment and employment in the context of vocational education and training. Youth New Deal program in UK are offering converged services to young people fit and receive step-by-step training in three phases. The Registered Apprenticeship is regulated by US government institution that is responsible for managing the Office of Apprenticeship, even if US ETA under compliance with all levels of education defined in the law properly. The program has been operating according to the local characteristics. Germany's Dual System also allows participation in vocational education and training, and facilitate the transition from school to the labor market in that it has the advantage linked to employment. Japanese government has reduced Freeter and NEET to institute Japan-type Dual System which achieved the desired outcomes. Finally, the apprenticeship of Australia, Group Training and prefer to operate many such cases in the form of apprenticeship training to burden small and medium-sized businesses linked to recruitment. Therefore, our government should seek policy measures of convergence and offer vocational training opportunities gained through the experience of leading national plan for youth.
