본 연구는 지역신용보증재단의 보증사고발생에 영향을 미치는 요인을 탐색하고, 서민들의 사업 부 도를 낮춰 서민경제를 활성화 할 수 있는 방안을 모색하고자 한다. 이를 위해 지역신용보증재단중앙 회, 통계청, 한국은행 등 세 기관의 자료를 패널(panel) 자료로 구축하여, 패널회귀분석을 실시하였다. 패널회귀분석에 앞서 기초통계량 및 상관관계 분석을 실시하였으며, PLS모형, 고정효과모형, 확률 효과모형 중 최적의 모형을 선택하기 위해 하우스만 검정을 실시하였다. 검정결과 고정효과모형이 최 적모형으로 판단되었으며, 이를 실증분석에 이용하였다. 분석결과, 국내 총 저축률과 지역별 수출입금액은 보증사고율에 음(-)의 관계가 있는 것으로 나타 났으며, 주택가격상승률은 보증사고율에 양(+)의 관계가 있는 것으로 나타났다. 즉, 서민금융 활성화 방안으로 보증사고를 완화하기 위해서는 정책적으로 부동산 시장의 안정화를 도모하고, 저축률 증대 및 지역별 수출입을 활성화시켜야한다.
This study explores which factors influence guarantee accident in the Regional Credit Guarantee Foundation and ways to vitalize common people economy through shaving off bankruptcy of common people. Methodology to analyze is panel regression analysis with data of Korean Federation of Credit Guarantee Foundations, Statistics Korea and the Bank of Korea. This study analyzes basic statistics, correlations and Hausman test to select the optimal model among PLS model, fixed effects model and random effects model ,and fixed effects model is optimal in the result. The results show that gross domestic savings rate and regional amount of imports and exports showed a negative relationship with the guarantee accident rates, and house price inflation has showed a positive relationship with the guarantee accident rates. In other words, the government promotes the real estate market is stabilized and should enable increased savings and local import and export.
