본 연구의 목적은 장애인의 자립생활이라는 사회권적 측면에서 도입된 장애인 활동보조제도를 서 비스 제공자인 활동보조인의 노동권 측면에서 살펴보고자 한다. 돌봄 노동의 도입과 설계에 있어서 돌봄의 수혜자에 대한 권리가 돌봄 제공자에 대한 권리보다 강조가 되어왔다. 돌봄 노동은 전통적으 로 주로 여성의 전유물로 인정되었기 때문에 시장경제에서 소외되어 왔다. 그러나 장애인 활동보조제 도의 안정화를 위해서는 서비스 수혜자 뿐 아니라 제공자 모두를 위해 설계되어야 하고 따라서 여성 주의적 관점에서 바라보아야 할 필요가 있다. 이글에서는 Gilbert and Terell(2006)의 분석틀을 중점으 로 장애인 활동보조인의 노동권을 분석해 돌봄 제공자의 노동권이라는 측면에서 장애인 활동보조인 에 대한 연구를 실시하였다. 활동보조인의 권리보장을 위해서는 장애인 활동보조인의 단가 인상, 활 동보조인과 이용자 간 매칭의 성비균형을 이룰 수 있도록 되어야 하는 등 종합적인 측면에서 고려되 어야 한다.
The purpose of the study was to investigate social right of activity aids service providers with disabilities in labor rights aspects of assistance activities. Care a right to a beneficiary of the introduction to the design and care of labor than rights in the care provider has become a highlight. Traditionally, care work was recognized as a primarily female preserve, and this care work was been excluded from market economy. Therefore, service for the stabilization of the disabled service provider should be designed for everyone. We also need to look at from a feminist perspective. Gilbert and Terell (2006) focuses on the framework of the analyzed labor rights of labor rights assistance of a disability aspects in a study by the local population towards disability sociality. People with disabilities in order to guarantee the right of assistance activities assistant, increase price of the matching between users and assistance activities, can the gender balance.
